Overview
The External Evaluation of the Research-Validated Approach to Instruction for Secondary Excellence in Texas (RAISEup Texas) Demonstration Project is a regional collaborative of eight Central Texas schools in six school districts served by Education Service Center Region XIII, the E3 Alliance Central Texas P–16 Council, the University of Kansas Center for Research on Learning, and several foundations. The goal of the collaborative is to implement Strategic Instruction Model (SIM) and Content Literacy Continuum (CLC) as a schoolwide model of instruction to meet the needs of all students, especially those with highest need and at greatest academic risk.

Project Design
Purpose
The purpose of the external evaluation is to document the extent to which implementation of SIM/CLC in the eight demonstration middle schools is related to improved literacy outcomes.
Evaluation questions include the following:
- What is the level of fidelity of implementation of SIM/CLC at participating campuses?
- What are the perceived benefits of SIM?
- Is SIM/CLC implementation related to improved student reading?
Procedures
This evaluation uses a matched-schools, multilevel, quasi-experimental design to determine whether changes in students’ reading scores on a standardized screening measure and the state reading assessment are related to SIM/CLC implementation.
