Meeting the Needs of English Learners With and Without Disabilities: Grades 3–5 Practice Brief Series

This is the second of two Practice Brief Series on implementing effective multitiered instructional frameworks for English learners (ELs). The guides were developed by three Model Demonstration Projects funded by the Office of Special Education Programs. See Effective Practices for English Learners: Kindergarten to Grade 2 Practice Brief Series for additional materials addressing those grades and for a fuller description of the series overall.

This series of practice briefs is for school leaders, educators, and other stakeholders who implement or support effective instructional practices for ELs with and without disabilities. The practice briefs address key issues in model implementation for ELs, such as evidence-based instructional practices for bi/multilingual students, effective collaboration with families, and fostering educational leadership for successful MTSS implementation.

The first brief introduces Multitiered Instructional Frameworks and the three model demonstration projects. Subsequent briefs explore MTSS components for ELs in greater depth and describe exemplars from participating schools to demonstrate research-to-practice avenues.
